This section brings together reports, studies and analytical materials developed within the project. Here you will find research-based insights, evidence, and reflections on the use of Artificial Intelligence in higher education, highlighting current practices, challenges, trends and emerging needs.

At the beginning of the project, experts carried out an in-depth review, collecting and analysing regulatory and policy documents, legal frameworks, strategic documents, recommendations and guidelines related to Artificial Intelligence in Europe and globally.

The report provides an overview of the main legal instruments adopted in 2024 that shape AI governance in Europe and internationally. This report analyses the EU Artificial Intelligence Act and the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law. It highlights their key principles – risk-based regulation, transparency, human oversight, accountability, and the protection of fundamental rights – and explains their practical implications for universities.

The report maps and analyses the evolving landscape of EU-level and global policies, recommendations and guidelines that shape how artificial intelligence is used in higher education. Based on desk research covering 16 key instruments from the European Commission, higher education stakeholder organisations, UNESCO and OECD, it highlights shared priorities and emerging expectations for universities across teaching and assessment, academic integrity, skills development, research governance, data management and institutional decision-making.
