A new report on national regulatory and policy frameworks for artificial intelligence in higher education across partner countries has been developed within EHEAII project.
The report, “National regulatory and policy landscape for AI in higher education”, provides a structured overview of six partner countries – Italy, Lithuania, Spain, Germany, Slovenia, and Latvia – examining how national legislation, strategic policy documents, and institutional guidelines shape the use of AI in higher education.
The analysis highlights different national approaches, from established legal frameworks and national AI strategies to more decentralised, institution-led practices. Common priorities across countries include academic integrity, ethical and responsible AI use, data protection, transparency, and alignment with European frameworks such as the EU AI Act.
The report also identifies key challenges, including the lack of detailed operational guidance for teaching and assessment, differences in institutional readiness, and the need for stronger coordination between national and institutional levels. At the same time, it points to emerging good practices, such as the development of university-level AI guidelines, investment in digital and AI skills, and growing collaboration between academia, public sector, and industry.
